Materials:

Pop-top cap (you can usually find these on a water bottle or dish soap bottle)

Balloon
-
CD (or DVD)
-
Hot glue gun
Procedure:

Hot glue your pop-top cap to the CD. Make sure the opening of the cap is aligned with the center hole of the CD.

Blow up your balloon.

Transfer the balloon onto the cap. Make sure the cap is closed and try not to let any air out of the balloon during the transfer.

Find a large, flat, and smooth surface. Tables and floors work great.

Open the cap once you're ready. Push the balloon to get it going. Watch it go!
